The HealthCity Novena Masterplan was developed by Tan Tock Seng Hospital, as the flagship tertiary hospital of NHG Health to transform the sector into a hub for healthcare, education and research to advance patient‑centric care.

As part of Phase 2 of the Masterplan which was recently launched on 9 Sep 2025, the former Communicable Disease Centre 2 and Annex 2 sites will be developed into a new TTSH Medical Tower that will strengthen TTSH’s healthcare capacity, advance frailty‑ready and technology‑enabled care, improve access to medical intervention and improve clinical care outcomes for the 1.5 million residents of Central and North Singapore.
