Deliverable 1. Inception note and workplan prepared, setting out the proposed methodology, priority areas, timeline, key stakeholders, consultation approach, and expected analytical outputs for the consultancy. Expected by: one inception note and workplan in English submitted within the first month of the contract.
Deliverable 2. Desk review of health information governance legislation updated, covering key legal and regulatory acts related to digital health, medical statistics, personal data protection, public health reporting, health information systems, and institutional mandates. Expected by: one updated desk review in English submitted by 31 August 2026.
Deliverable 3. Legal and institutional accountability matrix developed, mapping relevant institutions, legal mandates, data roles, data flows, ownership, controllership, administration, reporting obligations, access basis, validation functions, and governance gaps. E...
