Job Purpose / Requirement:

Cost Estimation and Budgeting

• Review, verify, and validate cost estimates and Bills of Quantities (BQ) prepared by user departments to ensure accuracy and completeness.
• Advise user departments on appropriate cost breakdown structures, measurement methods, and unit rate applications.
• Conduct market rate analysis for materials, equipment, and manpower to ensure that cost proposals reflect current market conditions.
• Identify potential cost risks and recommend cost optimization measures without compromising technical or operational requirements.

Tender Preparation and Evaluation

• Provide guidance to user departments in preparing tender documents, ensuring that the technical scope, specifications, and quantities are clearly defined and consistent with project objectives.
